Broadwater Farm Section 105 Consultation: Refurbishment Project

Building on resident's priorities for estate improvements, refurbishment of the ten blocks on Broadwater Farm is going to take place over the coming years, starting with Rochford and Martlesham.

We want to improve the look and appearance of the blocks, improve the insulation, upgrade areas such as courtyards and balconies, and provide terrace spaces with improved storage. This will improve the overall performance of these buildings and deliver the improvements residents have asked for. 

Over the coming months, we plan to develop detailed designs for the refurbishment of the blocks in partnership with residents.

We want to hear residents' views on:

  • Brick colour for blocks and entrances.
  • Options for communal walkways.
  • Design of private balconies – sheds, fencing and back-doors.
  • Landscaping of courtyards.
  • Options for communal terraces.
  • Location of bike storage.
  • Style of window openings.
  • Options for drying rooms.

We are committed to investing more than £150 million to improve council housing in Broadwater Farm. Over 800 of your homes will benefit from the refurbishment programme.

S105 Consultation 

This is a formal consultation under the Section 105 of the Housing Act (1985) on proposed changes to the Broadwater Farm Estate.

These proposals are based on residents' feedback regarding improvements they would like to see in their blocks. We are consulting on these proposals until Friday 17 November.

Detailed proposals

1. Upgrading the outside walls of blocks and entrances

We are proposing that the existing outside wall render is removed and replaced with a brick finish. The entrances will have a darker glazed brick look, in a more contrasting colour, to make the entrances stand out against the bricks on the outside of the main building walls. At this point we are asking your view on which combination would be preferred for Rochford and Martlesham only as these are the first two blocks to be refurbished. 2. First floor private balcony options

We are proposing to provide new fences and new sheds for first floor properties with balconies, to provide better privacy between each balcony and to provide storage space. The most popular option will be implemented throughout the estate on all private balcony spaces, so that there is a consistent look. Image showing outside area of a building with private balconies on the first floor.

We are proposing to provide new consistent looking safer metal sheds.

Back doors to private balcony 

We are proposing to provide back door access to first floor flats with balconies. The preferred option chosen will be used throughout the estate for a consistent estate-wide look

3. Communal terrace spaces 

The communal terrace is currently a large, underused space. These areas can be turned into usable spaces for residents. We are proposing two additional improvements to these terraces of either a community allotment/garden or space for bike storage.

4. Bike storage

We are proposing additional bike storage across the estate.

4. Drying rooms

We are proposing four options for how the drying rooms could be better used. These large spaces at the ends of the buildings are mostly empty and could be changed so that they have a practical purpose.

5. Window openings

We are proposing to install new windows to all homes in Rochford and Martlesham. Most of the proposed new windows will replicate the existing windows. The type of window opening chosen by the majority, will be applied throughout the estate for a consistent estate-wide look Image showing outside of a building, highlighting different types of window.

6. Courtyards and open spaces in front of blocks

We are proposing improvements to the courtyards in front of the buildings. This will include adding plants and creating spaces for different activities. The first courtyard to have improvement works will be the Rochford and Martlesham Courtyard. In the future, the other courtyards will follow. 

Based on previous feedback on what features you would like to see in the courtyards, rocks and boulder play equipment, outdoor climbing equipment and seating could be included in the improved Rochford and Martlesham courtyard.Drawing showing courtyards in front of blocks.
